		Louisiana is an ideal state to undertake the Passport to Opportunity initiative because it has theinfrastructure and tools available to help at-risk youth, as well as a commitment from the Office of Governor Kathleen Blanco and state and local leaders to tackle this problem. According to National Center for Education Statistics, averaged freshmen graduation rate data cited in the 2006 Challenge To Lead state report, the high school graduation rate in Louisiana in 2004 was 76.9 percent, compared with the U.S. graduation rate of 75 percent.
