The Virginia Department of Social Services (VDSS) oversees the state’s LIHEAP program.  The VDSS’ 120 local social service departments handle the day-to-day administrative tasks required by the program.  Administrative funding is passed directly from the state to the local social service departments; program/benefit funding is passed directly from the VDSS to energy suppliers and under specific conditions, directly to eligible households.
